Manitoba Security Rebate Program

The Manitoba Security Rebate Program provides financial assistance to homeowners, tenants and small businesses for the purchase and installation of security equipment. The program aims to reduce crime rates and promote safer neighbourhoods throughout the province. Through the program, eligible Manitobans can receive up to $300 for the purchase and installation of qualifying security equipment.

  • Eligible Security Equipment: The rebate covers preventative security products, including but not limited to security cameras (includes doorbell cameras), alarm systems, motion detectors, reinforced doors (includes smart door locks) or windows (includes glass break sensor), anti-graffiti film and paint, security gates, pull-down protection shutters and permanent security fencing.
  • Eligibility Criteria: The program is open to all Manitoba homeowners, tenants and small businesses that purchase and install qualifying security equipment after September 1, 2023, on a first-come, first-served basis. The program does not cover expenses associated with vandalism, property damage repairs or monthly subscription fees.
  • Required Documentation: Applicants must provide proof of purchase, installation details and various identifying documents to confirm eligibility for the program. This includes proof of identity of the applicant (e.g. valid Manitoba driver’s licence, Manitoba Identification Card, Canadian passport or Indigenous status card).

Manitobans can apply once for one property, location or rental unit. Additional applications will not be accepted. 1. What is the Manitoba Security Rebate Program?

The Manitoba Security Rebate Program provides financial assistance to homeowners, tenants and small businesses for the purchase and installation of security equipment to prevent property crimes. The program aims to enhance community safety and reduce crime rates.

2. Who is eligible for the rebate?

Manitoba homeowners, tenants and small businesses (businesses with 50 employees or less in good standing with the Companies Office) that have purchased qualifying security equipment after Sept. 1, 2023 are eligible.

The security equipment must be installed in a house, a rental unit or small business located within Manitoba. Only one application for one property, location or rental unit will be accepted per applicant.

Applications are processed on a first-come, first-served basis.

3. How much is the rebate?

The rebate offers up to $300 for the purchase and installation of eligible security equipment.

4. Can I apply for more than one piece of security equipment for the same property?

Yes. Homeowners, tenants and small businesses can apply for multiple purchases under the $300 maximum rebate amount. Applications for purchases over $300 will receive a maximum of $300 to offset the cost of the purchase.

5. Can I apply for multiple properties, rental units or business locations?

No. You can apply one time for one property, location or rental unit. Additional applications will not be accepted.

6. What types of security systems qualify for the rebate?

The rebate covers various security products, including but not limited to, security cameras (includes doorbell cameras), alarm systems, motion detectors, reinforced doors (includes smart door locks) or windows (includes glass break sensor), anti-graffiti film and paint, security gates, pull-down protection shutters and permanent security fencing.

The rebate is for preventative security measures and does not provide reimbursement for repairs.

The rebate is for physical security equipment only and does not cover the cost of monthly subscriptions or maintenance.

7. How can I apply for the rebate?

Applications for the rebate can be submitted through this website. Applications will be processed on a first-come, first-served basis.

8. What documents are required for the application?

Homeowners are required to provide:

  • Proof of ownership document (2023 Property Assessment, 2023 Property Tax Bill or another document that proves ownership of a property)

AND

  • A copy of a government-issued identification of the applicant (e.g. valid Manitoba driver’s licence, Manitoba Identification Card, Canadian passport or Indigenous status card)

AND

  • Receipt of purchase

AND

  • Photo proof of installation

AND one of the following:

  • Void cheque matching the information provided on the application

OR

  • a bank letter/confirmation stamped by the teller or authorized personnel of the financial institution. The bank letter/confirmation must include the bank name, the name of the account holder and the account number matching the information provided on the application.

Tenants are required to provide:

  • Proof of tenancy agreement of the applicant (e.g. a copy of the current written tenancy agreement or their landlord’s contact information for verification of an oral or implied tenancy agreement

AND

  • A copy of a government-issued identification of the applicant (e.g. valid Manitoba driver’s licence, Manitoba Identification Card, Canadian passport or Indigenous status card)

  • Receipt of purchase

9. How will the rebate be distributed?

Approved applicants will receive the rebate as a direct deposit to their bank account.

10. Are there any deadlines for applying for the rebate?

There is no deadline, however we encourage people to apply as soon as possible. Applications are processed on a first-come, first-served basis.

11. Can tenants apply for the rebate?

Yes. However, tenants should refer to the terms of their lease before purchasing and installing security equipment.

12. Can landlords apply for the rebate?

Landlords can apply for the rebate as either an eligible homeowner if they are renting their home or as an eligible small business.

13. Is a cottage eligible for the rebate?

Yes, however, if you have a residential home as well as a cottage, you may only apply for the rebate on one of the properties.

14. For small businesses, what qualifies as good standing with the Companies Office?

To be in good standing with the Companies Office, a small business must have met the following requirements:

  • The business number provided is correct for the entity.
  • The business is registered with the Companies Office and is active.
  • All annual returns/renewals have been filed.

Small businesses requiring assistance in identifying the business's registry number or business number or to check if they are in good standing, please contact the Companies Office at 204-945-2500 in Winnipeg or toll-free at 1-888-246-8353. The Companies Office is open Monday through Friday, from 8:30 a.m. to 4:30 p.m. You may also access the registry online by visiting their website at www.companiesoffice.gov.mb.ca.

15. What information do I need to provide for direct deposit?

A void cheque matching the information provided on the application. OR

Bank letter/confirmation stamped by the teller or authorized personnel of the financial institution. The bank letter/confirmation must include the bank name, the name of the account holder and the account number matching the information provided on the application.

The bank letter/confirmation should be provided at no cost to the customer. Please check with your financial institution if you have any questions.

16. What should I do if I made a typographical error or mistake on the submitted application that resulted in a rejection?

Contact Program administration at SRP@gov.mb.ca or call 204-945-3725 with your confirmation ID and one of our staff will assist you, to submit a new application to replace the initial application that contained errors.

17. I received a letter from the Security Rebate Program saying that my application was not accepted because I did not include the required documentation. Can I resubmit my application?

Applications that are not accepted because required documentation was not included will be closed and will not be processed further. However, applicants can submit a new application with the required documentation and it will be reviewed on a first come, first served basis.

18. What do I do if I am unable to attach more than one photo or multiple receipts?

Attach the one photo or receipt to the online form, submit the form and obtain a confirmation ID. With the confirmation ID as subject, forward the other photos or receipts or documents to srp@gov.mb.ca

19. I do not have a computer to complete my application, can I get a paper copy and if not, what do I do?

No. Paper applications are not available for this program. The program is an online service only and we do not have a location for drop off or receipt of paper applications. However, you can have another person complete the online application on your behalf if you require assistance.

20. I filled out the application, is my information safe?

Yes, your information is safe. When completing your application, you are asked to provide consent to the disclosure of your personal information by the Manitoba Department of Consumer Protection and Government Services, which may only share it with the Manitoba Department of Justice to support the administration of the Program and the evaluation of my application. Your information will not be shared beyond that.

21. Do I need a professional installer for me to be eligible for the program

No. However, you need to attach photos of proof of installation.

22. I do not live in Manitoba and I have a cottage, do I qualify for the rebate program

Yes, but you must meet the program eligibility requirements by providing all the required documents.

23. I have submitted my application and I have not received an email confirmation; how do I know my application has been submitted?

When you submit your application with all the required documents, you will receive a confirmation number. That confirmation number means that your application has been received and will be processed.

24. How long will it take for my application to be processed?

Due to high volume of applications received for the program, it can take several weeks before your application is reviewed. An email will be sent to you when your application has been processed.

25. I have all my documents in pdf, and why is your program only accepting jpg or jpeg?

JPEGs are designed to efficiently store high-quality digital photos packed with detail and color. They compress large images into much smaller file sizes, making them easier to share and upload online.

26. I have filled the form and attached all the documents and yet I am having error messages what should I do?

If you were not able to apply due to the error message, please check the following.

  • That your document is in jpg or jpeg and no larger than 3MB
  • That you have entered your banking and personal information correctly
  • That you have ticked the box stating that you agree to the terms of the program and
  • That you have entered information in all the required fields so that there are no more error messages.
