Purpose of Making Community Notification:
The purpose of notifying the public about high risk sex offenders is to help protect you and your children from these offenders. It is in the interests of public safety that people are warned about sex offenders who pose a high risk. This website provides Manitobans with warnings about high risk sex offenders.
Public notification cannot guarantee your safety. It can only warn you that you may need to protect yourself and your children.
Improving your Safety
Only information about the most serious sex offenders is displayed on this website. The police consider these offenders to be such a high risk to re-offend that Manitobans should be warned about them. However, there may be other sex offenders in the community as well. Members of the public must be vigilant and use common sense to ensure their personal safety. You need to be aware of your own safety status and practices. For example, it is always a good idea to stay away from poorly lit areas at night and to ensure that doors and windows are locked before going to bed. You should ensure that your children are aware of potentially dangerous situations, such as being offered a ride, candy or money by a person they don't know well or being asked by a person they don't know well to help find a lost pet. Children need to know that they should always check with their parents first and you should review these safety precautions with them.

Offender Information in this Website
When a Manitoba police agency believes that a convicted sex offender is such a high risk to re-offend that the public should be warned about him or her, it may decide to issue a full public notification. This is a province-wide notification to the major media outlets in Manitoba. The notification is made in a media release and provides the offender's name, a recent photograph and background information. The notification encourages members of the public to take reasonable steps to ensure their safety. The website only displays offender information that has already been made public through the police notification process. The website is an additional way to notify the public about these high risk sex offenders.
The offender information on this website is contained in two sections: Current Notifications and Previous Notifications.
The Current Notifications section will display all the media releases issued by the police in the past year about high-risk sex offenders. The background material will vary from case to case, but it will normally include information about:
- the past offences committed by the offender
- the area of the province where the offender is expected to reside
- the type of person who is at risk from the offender (e.g. adult females, children)
The second section of the website is Previous Notifications. Information about an offender will be placed in the Previous Notifications section after it has been displayed in the Current section for one year. The Previous Notifications section will display more limited information about the offender: name, photograph, date of the public notification, information about the offender's crime and the nature of the risk to the public.
Removal of Offender Information
Offender information will remain in the Previous Notifications section until the offender provides the deputy minister of Manitoba Justice with proof that he or she has received a pardon for the offences committed. Pardons are granted by the National Parole Board. For information about pardons and the process that must be followed to obtain one, contact the National Parole Board.

Any form of harassment or other unreasonable conduct directed toward any offender named here will not be tolerated and could subject you to a variety of legal consequences. These might include criminal prosecution, a penalty under The Human Rights Act, a peace bond application and other legal consequences.

If you see the offender in public, you do not have to call the police unless he or she is committing a crime, harassing or threatening someone or behaving in a way that makes you think that there is a danger to someone.
