Budgeting refers to understanding what money is coming in (income) and what money needs to be paid out (expenses). 

One in five Manitobans worry about attaining their financial goals and have difficulty making ends meet each month.

Seventy three per cent of Manitobans said they believed a budget would help them manage what is earned and spent each month.
