Section 166.8 - Other Support Services

Purpose

Employability Assistance for People with Disabilities is designed with flexibility to assist in meeting the disability-related needs of individuals who want to access or participate in assessment, training, educational programs, job search, or employment. The services requested must be required by the participant to facilitate their participation in the vocational process and must extend beyond the person's day to day living requirements. Services which are eligible for funding from a universal program, those that are a requirement for accommodation under human rights legislation, or those that are covered under other government departments will not be approved.

 

The Vocational Counsellor is responsible for coordinating the purchase of the required services ensuring the services are supplied.

 

The types of services most frequently required include sign language interpreters, tutors, readers, and note takers.

 

Sign Language Interpreting

This can cover costs associated with attending interviews with Vocational Counsellors, for job search; and in particular, for job interviews and for non-institutionally based training. Post-secondary institutions are required to provide sign language interpretation as part of their cost of doing business. The maximum reimbursement rate will not exceed that charged by E-Quality Communication Centre of Excellence (ECCOE).

 

Tutoring

For most situations the maximum number of hours for tutoring should be less than one for every four hours of scheduled class time. In exceptional circumstances one hour of tutoring for two hours of scheduled class time may be considered. Any requests exceeding the higher amount will need to be supported by detailed rationale from a qualified academic professional, including a demonstrated need based on psychological learning assessments.

 

Note Takers and Readers

Primarily used for people with vision impairments. The reimbursement rate is described in the chart below. The maximum rate of reimbursement is limited to $15.25 per hour.

 

Payment and Quality of Services

The qualifications of the suppliers should be taken into consideration to ensure that quality and reliable service is provided. In most cases the arrangements made are on a fee-for-service basis, with the supplier invoicing the agency/region in accordance with approved commitments. However, invoicing for goods and services provided may be submitted as often as the supplier chooses.

 

In negotiating rates of reimbursement, consideration should be given to the complexity of the service, the expertise or qualifications of the supplier, and the normal or usual rates paid by others.

 

Rates for Tutors, Note Takers and Readers

As a guideline, the following chart may be used as a reference for tutoring, note taking and reading service:

Fees for Sign Language Interpretation may fall into the above categories if being purchased from a private source. Services may also be purchased from the E-Quality Communication Centre of Excellence (ECCOE) which has an established rate structure that is non-negotiable.

 

In all cases, the hourly rates are for hours of direct service. Preparation time and travel time are not to be considered as part of the service.

 

Off-Site Attendant Care

The Manitoba Health, Home Care Program, recognizes the needs of an increasing number of adults living in the community and participating in workplace, education, and other community activities, to have a more expansive range of service options available to them to promote their independence and well being.

 

To accommodate this need for Home Care outside the home, the following guidelines will apply:

  1. Where a client has been assessed as eligible for and receiving personal care services, the program will transfer services identified in the care plan to alternate sites as necessary to enable adults to meet their work and educational commitments.
  2. Where the participant is approved for Self-Managed Care within the Home Care Program, the self-manager determines the site of care.
  3. Services beyond this policy, such as requests for accompaniment to medical appointments, are to be submitted for special care approval by the Home Care General Manager or designate.
