The following definitions are used throughout this manual:

Applicant – an individual who is seeking or applying for Employability Assistance for People with Disabilities services. Usually this term is used at the intake stage where basic eligibility is determined.
Educational Training – the component of Employability Assistance for People with Disabilities that involves education and training from a variety of institutions such as universities, colleges and private vocational schools.
Employment and Training Centres (ETCs) – Employability Assistance for People with Disabilities contracts with agencies that provide a range of services at Employment and Training Centres. See Appendix V for a description of services available at each centre.
Goods – generally defined as assistive technology and building or vehicle modifications that ensure that participants can maintain competitive employment.
Individual Vocational Training Plan – specific aspects of a Vocational Plan that require financial resources available through the Employability Assistance for People with Disabilities Individualized Training Fund.
Employability Assistance for People with Disabilities Individualized Training Fund – the allocation of EAPD financial resources for the purchase of individualized services and supports such as education, training, and disability-related support services.
Employability Assistance for People with Disabilities (EAPD) – the delivery system through which a wide range of employment focused goods and services are made available to eligible participants with disabilities to assist in preparing for, obtaining and maintaining employment. Services may include: assessment, counselling, Vocational Planning, vocational training, and job placement. Services are typically provided by Vocational Counsellors.
Participant – once basic eligibility is determined an applicant is referred to as a participant.
Resident of Manitoba – specifically, "a person who makes their home, or is ordinarily present in Manitoba, but does not include a student who is a resident of another province or country and studying in Manitoba, a person who comes and goes from the province and often resides elsewhere, or a visitor in Manitoba." An example of a resident of Manitoba includes an individual whose name appears on the "Provincial Voter's List" or who has a valid Manitoba Health Card.
Service Coordination – the activities or functions carried out by Vocational Counsellors that facilitate coordinated delivery of a range of goods and services to participants.
Services – including: Assessment, Employment Services, and Employment Supports (typically provided by Employment and Training Centres), Educational Services (typically provided by recognized educational institutions in Manitoba), and a range of disability-related supports.
Underemployed – The participant may be employed in an ongoing job; however, is working less than 25 hours per week and desires to work 30 hours per week or more.
Unemployed – is defined as not working or working less than 15 hours per week.
Vocational Plan – the overall plan to assist the participant in pursuing and obtaining employment, developed jointly by the participant, their advocates, and the Vocational Counsellor.
Vocational Training – the component of Employability Assistance for People with Disabilities that involves Assessment, Employment Services and Employment Supports (typically provided by Employment and Training Centres).
