Manitoba Motor Carrier Enforcement Officers (MCEOs) work diligently to keep Manitobans safe by monitoring and promoting the safe operations of motor carriers on our highways throughout the province. MMCE regulates Manitoba's motor carriers in a manner that enhances road safety, protects infrastructure and promotes economic development through innovation and collaborative stewardship.

MMCE protects all users of Manitoba’s vast 19,000 kilometers of provincial trunk highways and provincial roads by ensuring the safety of large trucks, motor coaches and school buses and their drivers through roadside inspection, enforcement, facility audits and investigations.

MOTOR CARRIER ENFORCEMENT OFFICERS AND THEIR RESPONSIBILITES TO MANITOBANS

With a fleet of 25 highway Patrol units staffed by Motor Carrier Enforcement Officers (MCEOs), MMCE operates throughout the province, conducting roadside mechanical inspections to ensure all commercial drivers are following Commercial Vehicle Safety Alliance (CVSA) standards.

MMCE operates eight permanent Highway Traffic Inspection Stations (HTIS) in the province, in addition to our seventeen (17) dedicated Highway Patrol Areas.  The breakdown as to their locations are as follows:

Our Brandon-based Western Region Sergeant oversees the following:

  • Killarney Highway Patrol Area
  • Neepawa Highway Patrol Area
  • South West Brandon Highway Patrol Area
  • Russel Highway Patrol Area
  • Dauphin Highway Patrol Area
  • Swan River Highway Patrol Area
  • Carroll HTIS – Highway 2 and Highway 10
  • The Pas HTIS – Highway 10, north of The Pas
  • Thompson HTIS – Highway 6 near the south end of Thompson

Our Winnipeg-based Central Region Sergeant oversees the following:

  • Emerson HTIS – Highway 75 (Canada / US border)
  • Carman Highway Patrol Area
  • Portage La Prairie Highway Patrol Area
  • Interlake Highway Patrol Area
  • Rosser HTIS – Highway 7 just north of the perimeter highway

Our Winnipeg-based Capital Region Sergeant oversees the following:

  • South West Capital Highway Patrol Area
  • North East Capital Highway Patrol Area
  • Headingly HTIS – Trans Canada Highway just west of Headingly

Our Steinbach-based Eastern Region Sergeant oversees the following:

  • West Hawk Lake HTIS – Trans Canada Highway (Manitoba / Ontario border)
  • RM of Hanover HTIS – Highway 59 & Highway 52
  • Trans-Canada East Highway Patrol Area
  • Sprague Highway Patrol Area
  • Steinbach Highway Patrol Area
  • Beausejour Highway Patrol Area

MCEOs ensure driver’s follow all applicable safety laws and regulations, including those that apply to:

  • Vehicle Weights and Dimensions (to protect Manitoba’s Infrastructure)
  • Mechanical and Equipment Safety
  • Driver and Vehicle Licensing
  • Drivers Hours of Service
  • Cargo Securement
  • Transportation of Dangerous Goods
  • Laws and Regulations under The Drivers and Vehicles Act
  • Applicable sections of the Highway Traffic Act

MMCE is the lead agency in Manitoba responsible for conducting CVSA roadside inspections, and providing the associated training to other law enforcement agencies. CVSA is an International standard agreement with all Canadian provinces, the United States and Mexico to promote uniform commercial motor vehicle safety and security.  Under the CVSA program, provincial enforcement officers train to be certified to conduct roadside mechanical inspections, helping to ensure the safety of all drivers on our provincial highway system. MMCE also has a motor coach inspection program with 2 certified inspectors who conduct mechanical inspections on motor coaches and school buses.

MCEOs are also regularly engaged to participate in educational seminars and trade shows to assist industry in the understanding and application of the laws relating to road transport operations and to provide carriers with updated changes to laws and regulations that apply to the transportation industry.

EVERY YEAR, ON AVERAGE, MOTOR CARRIER ENFORCEMENT OFFICERS:

  • Process over 395,000 large commercial (4500kg+) vehicles at the weigh stations and through roadside enforcement activities.
  • Conduct over 35,000 detailed inspections of commercial vehicles
  • Issue over 4,000 offence notices, resulting in $1.5 million in fines
  • Conduct over 100 facility audits of commercial vehicle operators

In addition to these duties, enforcement officers perform on average over 4,500 CVSA mechanical inspections of commercial vehicles.  These inspections result in one in five of those vehicles being taken off Manitoba’s roads for safety related violations.
