The Manitoba Integrated High Risk Sex Offender Unit (MIHRSOU) is a joint forces unit of the Winnipeg Police Service and the RCMP. MIHRSOU today provides information regarding Marcel Hank CHARLETTE (also known as Hank Marcel Caribou, Hank Charlette, Peewee, Bald Eagle), 51 years of age, a convicted offender considered high risk to re-offend in a sexual and/or violent manner against all men, women, and children.
CHARLETTE was released from Headingley Correctional Centre, Manitoba, after serving a sentence for assault and failure to comply with conditions of a release order. He was convicted of these offences on May 25, 2023, and received a total sentence of 3 years with credit for the equivalent of 27 months time served.
CHARLETTE is expected to reside in Winnipeg, Manitoba.
CHARLETTE has a history of violent offending. Although he has completed some sexual offender treatment in the past, he remains a high risk to re-offend. All men, women, and children are at risk.
Background information:
Marcel Hank CHARLETTE is a 51-year-old male with a lengthy criminal record including convictions for the manslaughter of a young child, aggravated assault, assault causing bodily harm, assault (5 counts), uttering threats, carrying a concealed weapon, and multiple breaches of court orders.
CHARLETTE was released on November 24, 2023, after serving a sentence for assault and failures to comply with the conditions of a release order. CHARLETTE assaulted a female known to him, causing her injuries. Within three hours of securing a judicial interim release, CHARLETTE breached the terms of his release by having prohibited contact with the protected person. He was arrested and detained. While in custody and bound by an in custody non-communication order, he proceeded to contact the protected person hundreds of times over a short time frame. On May 25, 2023, he received a sentence of 3 years plus credit for the equivalent of 27 months time served.
CHARLETTE has a lengthy record for committing violent offences. In 1991, he was convicted of manslaughter of a 2-year-old child, receiving a 6 year sentence. He was convicted of assault in October 1991 for punching a woman in the face. He was convicted of aggravated assault in 1996 for brutally attacking, punching and kicking a woman and sentenced to 42 months’ incarceration. He was convicted in 2004 of another assault on a female, receiving a sentence of 2 years less one day and 3 years’ probation. In 2006, he was convicted of assault (2 x counts), assault causing bodily harm, and other offences, resulting in a 3 year global sentence. In 2010, he was convicted of assault causing bodily harm on a random female, and was sentenced to 10 years’ incarceration (includes credit for 173 days pre-sentence custody).
Upon release, CHARLETTE will be subject to the following supervised probation conditions:
- 9:00 p.m. – 7:00 a.m. daily curfew, subject to limited exceptions;
- Not to own, possess, or carry any object designed or intended for use as a weapon;
- Not to own own, possess, or carry any firearm, crossbow, prohibited weapon, restricted weapon, prohibited device, ammunition, prohibited ammunition or explosive substance;
- Not to access or possess pornography depicting violence, including but not limited to pornographic images;
- To abstain from the possession or consumption of alcohol, illegal drugs, and prescription drugs unless prescribed by a doctor and taken in accordance with the prescription;
- To abstain from the use of hairspray, gas, glue, or any other substance in a way that will make him intoxicated;
- Not to attend any place, business or special event where one of the primary purposes is the sale of alcohol, including beverage rooms, bars, lounges, strip clubs, or liquor or wine stores, with the exception of a licensed restaurant if purchasing food.
CHARLETTE is considered high risk to re-offend in a sexual/violent manner against all persons.
CHARLETTE is expected to take up residence in Winnipeg, Manitoba.
