I) IntroductionFor many years Manitoba has been a leader among the provinces in implementing strong initiatives to combat impaired driving. A 1997 Transport Canada Study conducted by the Traffic Injury Research Foundation stated that from 1985 to 1995, Manitoba's impaired driving program was associated with a 27% decrease in the average number of fatally injured impaired drivers and a 14% decrease in the average number of single vehicle night-time crashes. Despite those achievements impaired driving continues to be a serious concern in Manitoba and across Canada. According to MADD Canada, impaired driving is the number one criminal cause of death in Canada, results in the death of 4.5 Canadians each day and injures 125 Canadians daily. The purpose of this paper is to identify the elements of Manitoba's anti-impaired driving program and some issues that can be considered in determining what improvements should be made.
